First Drip First Drip (2/23/15): Duke Energy gets charged, superbug hits Charlotte, more

Buried at the end of the news day Friday, federal prosecutors filed charges against Duke Energy for last year's coal ash spill on the Dan River, saying the utility violated the federal Clean Water Act. Duke has already negotiated a plea deal to pay more than $100 million in fines, community service and mitigation.
The name of the game is transparency: City Council will vote on updates to its ethics policy. The Observer reports: "The proposals do not contain what has become increasingly common in large American cities: a requirement that lobbyists register with the city and, in some cases, disclose who they meet with."
The superbug has made its way to Charlotte. Carolinas Medical Center confirms two people have died from CRE superbug so far this year at the hospital.
