Thanks for the response. Here's my reasoning, with a hypothetical example to make it clear:
An undergrad student fills out a FAFSA and gets an Expected Family Contribution number of, say, $20k.
If that student goes to a UNC system school, it's likely that student would not get any need-based financial aid.
If that student goes to Queens, Johnson and Wales or Davidson, all with tuition levels way above $20k a year, she'd be eligible for need-based financial aid because of the gap between that Expected Family Contribution and the higher tuition.
If that reasoning is wrong, and the NCSEAA confines the grants to students with an EFC below a certain level, I'm happy to hear more.
