Too bad nobody bothered to figure out those affordable housing units wouldn't be availabLe to artists--you can't apply and be self employed, which is what a full-time artist is.
I lived there for two years. The current configuration is two phases of construction. The front half near Tryon seemed to be where people saw things (several residents I know claimed to have seen and heard some pretty spooky stuff).

Hunh, Duke had a ton of wind farms out west in Montana when I was living out there last year. Not sure how it relates to NC, but the turbines were all branded with Duke's logo. Guessing it's a cost:benefit thing--there is a LOT more wind out there and we'd have to collect it over the water.
