TS, you are Spot On! How in the world can this happen, do these people as DSS not take their job serous? I see no resean that the investigation should not turn onto those that knew this child was the victim of a monster(s) and simply did nothing to protect her. Are they not involved, I say YES and they should be charged along with the mother and boyfriend.
