Over the last month, we’ve seen how horribly the justice system is failing. [And now the General Assembly is about to hit us in the head with new taxes that some law maker will lie and say that money will fix things.]
First, the Gaffney serial killer, Patrick Burris, was paroled and then five people died.
Then there was Jerry Case, a convicted killer out on parole who took a family hostage.
Now, a sex offender, Duncan Bynum is facing charges of raping two young girls and taking nude pictures of them. Why in the hell was he out of jail in the first place?
He was convicted of sexual battery of a 14-year-old in 2007 and sentenced to two years of probation.
Probation for sexual battery? Didn’t Michael Vick do more time for dog fighting? Of course that wasn’t in North Carolina. People say crime doesn’t pay, but in the great state of North Carolina, you don’t pay for your crimes either. The three men in these cases should’ve been doing time. Why does North Carolina keep putting criminals back on the street with little to no oversight?
Especially sex offenders.
Here’s what police say they found in Bynum’s hair salon, where I’m sure he was surrounded by young girls at all times:
The warrant shows that police confiscated miscellaneous photographs, two DVD cases full of discs, eight CDs, two disposable cameras and a video camera from the Hair It Iz salon at 1800 Shamrock Drive. They also took marijuana, the warrant said. Bynum worked at the salon.
Police say that Bynum, 39, sexually assaulted the girls there about three weeks ago after forcing them into his red Jeep at gunpoint.
Although the warrant doesn’t make clear what kind of photographs were seized, it does say that Bynum took photographs of the girls, ages 14 and 17, before sexually assaulting them.
It obvious that prison doesn’t reform people and in Bynum’s case, he never even went to prison for abusing a girl. What’s wrong with this picture? The prison and parole system in this state is a joke and until someone steps up to make what’s wrong right, we’re all in danger from repeat offenders.

90% or more of all sexual crimes are committed by someone in the victims own family or close friends, and 90% or more of all sex crimes committed are by those NOT on the registry.
Also, recidivism of sex offenders is lower than any other criminal, see my blog for many studies that prove this is a fact.
Also, a TON of vigilante acts have been carried out against those on the registry, and using the registry to harass or harm an offender is a crime.
Someone recently visited the home of a sex offender, and when the offenders 13 year old son answered the door, he was shot at point blank range in the face.
The public cannot handle the modern day witch hunt, and the registry is nothing but a false sense of security and an online hit-list.

Personally, I’m for giving first time offenders a second chance as their recidivist rate is so low that it isn’t worth the money.
However, I do believe laws need to be stricter on
1. The offender who did not know their victim.
2. The Violent offender
3. and of course, the repeat offender.
These are the most dangerous out of all classifications.
Residency restrictions should be done away with. Because they simply do not work.

Thank you for expressing your outrage. It was sorely overdue. If you think you need to worry about the criminals? Hold on to your hat, You know those millions and millions and millions of dollars you pay for various Law Enforcement agencies? They are more concerned with their bottom line than the public’s safety..you will see more and more poor excuses for DNA being let out to feed for no other reason than “”budget” I highly recommend you and your family arm themselves.
I see the offenders and their advocates are once again on this forum trying to change the tide of the public’s perception of offenders. Hate to be the one to break it to you, but they must be giving vouchers for re-offenders, you guys are hitting kids at an all time high, read the newspapers

I dont know about you, but ild rather have a sex offender who had sex with an underage GF living next door, than a deranged mad woman, who thinks its ok to pull her gun on an Unarmed sex offender, simply because he disagrees with her HARASSMENT.
