News Letter: Spay/Neuter Programs Work

Letter writers in the pages of Hendersonville's newspaper, the Times-News, are debating whether mandatory spay and neuter programs reduce euthanasia rates.

The former director of Buncombe County's animal shelter says that jurisdiction's mandatory law does work.
