Religious neutrality

It is amazing when people try to claim religion in order to justify not doing something important like voting. The Williams sisters do not vote because they are Jehovah's Witnesses? In that case, there is a lot of things they should not be doing but clearly do in spite of their religious "convictions." Religious neutrality? Is there such a thing?
