First Drip (7/24/14): Panthers won't ask city for more money, terrorist watchlist guidelines updated, more

It only took $36 million in incentives to lure Fortune 500 company Sealed Air Corp. to move its headquarters to Charlotte. With it comes 1,262 high-paying jobs.

The NCDOT still doesn't have a hard number for the cost of using the I-77 toll lanes. The project's opponents cited a study that said the toll could be as high as $20 one way, but NCDOT officials " balked at the figure saying it's high." WidenI77.org, a group against the toll road project, will host a meeting tonight at Cornelius Town Hall.

As the Carolina Panthers wraps up its tax-money-funded stadium renovations — fans will get a peek tomorrow at the Fan Fest — a spokesman says the team won't ask the city for any more money. City Council had agreed to consider giving the team another $50 million — on top of the $88 million that went to the first round of renovation — to get it to stay through 2022.

Another airplane goes missing: An Air Algerie flight carrying 116 people disappeared from radar today over Mali, about 50 minutes after it took off.

The Obama administration has "quietly" updated guidelines so that it doesn't need “irrefutable evidence or concrete facts" to place someone on the terrorist watchlist now. "The new guidelines allow individuals to be designated as representatives of terror organizations without any evidence they are actually connected to such organizations, and it gives a single White House official the unilateral authority to place 'entire categories' of people the government is tracking onto the no fly and selectee lists."
