First Drip (8/26/14): City Council approves millions for arena upgrades, e-cigs need more regulation, more

City Council approved $33.5 million in upgrades to Time Warner Cable Arena that will go toward locker rooms, seats and restrooms, among other features. The money will come from hospitality taxes. The Charlotte Regional Visitors Authority and the Hornets had requested nearly $48 million.

President Obama is expected to speak today at the American Legion Convention in Charlotte. He will address improvements to the Veterans Affairs system, which has been plagued with problems. Air Force One will touch down at about 11:20 a.m. at at North Carolina Air National Guard Base and depart at about 1:10 p.m.

The American Heart Association is inching closer to a definitive answer for whether e-cigarettes are better for a smoker's health than regular cigarettes. On Monday the association said e-cigs need more research and regulations, but they could be safer alternatives to regular cigarettes if the patch or other methods to quit don't work.

Obama has OK'd surveillance flights over Syria, which could pave the way for air strikes against Islamic State militants there. "While the White House says Obama has not approved military action inside Syria, additional intelligence on the militants would likely be necessary before he could take that step. Pentagon officials have been drafting potential options for the president, including airstrikes."
